I recently got a new Windows 11 computer and tried to install several Paradox games on to it from Steam. Most of my Steam games work perfectly, but several Paradox games will not install. When I try to load the game, Steam will run through the first-time setup which fails for all games that use the Paradox Launcher. During the installation process, the same error will appear twice. Interestingly, the exact file changes every time that I try to install the launcher. As you can see in the screenshots, the error reads:
There was a problem starting C:\Windows\Installer\MSI3D3B.tmp. C:\Windows\Installer\MSI3D3B.tmp is not a valid Win32 application.
The specific affected games are Cities: Skylines, Crusader Kings 3, Hearts of Iron IV, and Stellaris. HOI4 can still be played because I can skip the launcher, though it prevents me from using mods. Cities: Skylines was fixed using the information that can be found in https://steamcommunity.com/sharedfiles/filedetails/?id=1976349559.

I've attached some logs I found in AppData\Local\Paradox Interactive\launcher-v2\logs.

I could play the game successfully on Windows 7 and 10, but Compatibility Mode doesn't work. My Windows 11 OS is fully up-to-date. Everything was freshly installed this morning, and even the hard drive is new. I tried installing the launcher from the launcher-installer-windows.msi files in the different game folders. I tried all of the solutions found in https://answers.microsoft.com/en-us...er-issue/57c9b185-3ba2-48fa-94d1-97c2ddc3fcee and https://forum.paradoxplaza.com/forum/threads/paradox-launcher-will-not-install-period.1564069/ and https://steamcommunity.com/sharedfiles/filedetails/?id=1976349559. CK3 and Stellaris still don't work. I manually installed the Paradox Launcher by unzipping the msi installer, which did work. However, this is not ideal since it prevents me from using mods. As such, are there any other solutions that I've missed?

You can do that for all those games by just running the .exe file for each game direct from File Explorer.

This is usually a Windows problem. Please run these two Windows repair tools:

Thank you so much! I spent hours yesterday trying to fix the issue before making the post. The Framework Repair Tool and SFC didn't work. However, you mentioned that it was a Windows issue with the installer service. As such, I started researching solutions to fix the issue based on that. I didn't test it until after I followed the instructions on the following two articles. As such, I don't know which article fixed the issue. Regardless, thank you again for the help and prompt response.
