Hello, I need help understanding certain games mechanics regarding planes/ships and trains

The first image is from my air planes route, citizens spawn and get stuck there forever apparently. I deleted the planes to show the citizens more clearly, but there was tens of planes on top of each other there also, they load some passengers, never all of them, and eventually go to the airport, at least from what I seen the planes dont get stuck, just the passengers. What causes this?
Also I had to remove cargo planes because they were getting stuck by the hundreds after a few minutes.
Another thing is that I have 2 routes (with 2 entrance/exit points each on the edge of the map) but they only spawn on one route, I tried adding more routes but they never spawn on it.

Second image is the same problem but with passenger ships. Unlike planes they dont spawn very often and they spawn on both routes, but passengers still get stuck there forever.
Cargo ships usually dont get stuck like cargo planes also, they behave somewhat normally.

This is my city limits if it serves of any help solving the problem, another very weird thing is that my vehicle count and path units is very low for a city that size (900k)

* I had a Airports DLC installed a running . My city was losing population and it seemed like I may have hit vehicle limit but other transit was fine. The Airport seemed fine at first glance. When I clicked on the information panel I found there was an excess of 7800 current flights. I tried turning the Airport off and that helped. The population began growing again. As soon as I turned the Airport on again the city started losing population again. I deleted the DLC airport and let the city run for a while, the city began growing again. I added a Vanilla Airport. The city lost population again and the custom logo planes that are created with the DLC began landing. I never saw one despawn, only take back off. The city began to decline again. I deleted the airport for good in that city. I have not had issues in other cities.
* If I place the DLC concrete aprons near cargo train hubs , trucks creep through the hub and out the other side. This suggests a pathing issue.
* I can not generate the data you can. I can only share my experience. I feel something is wrong with the DLC.

It looks to me that your network is oversaturated.

Each outside connection acts as a station identical to the ones in your city and behave in the same manner.

For example, it takes a while for a train station to load and unload everything. but if you have 10-stations for one outside connection, then it will backup and you will get what you have. Everything is at a standstill. It will help to segregate passenger and cargo station track, so that they never cross each others paths.

Stuck trains may be blocked from too sharp of an angle on the tracks? If too sharp, then the tracks connect, but the two rails on the track do not connect. You will have to zoom in on the track intersection to see if both tracks are fully connected. Sometimes they don't and it just dead ends.

I thought that would be the case but how can I fix it if the game never recognizes new outside air route lines. The "stuck" trains are all outside the map, I dont use trains to transport citizens, and dont use planes to transport cargo.
If I remove outside plane routes, the citizens stuck in the edge eventually clears up, new plane outside connections NEVER start to spawn new passengers/planes, I ran a test for an hour or two. I'm using unlimited outside connections mod, I dont know why the game refuses to accept new outside air/ship routes.

You just have so many mods it is hurting your city. You have demand mods making more buildings by brute force, so it is likely a major factor as well. Remove the demand mod and test.

Maybe just post a saved game and we can maybe see something and possibly recover the city. But it is so overloaded, it will need a miracle to fix it.

Plus the city is barely 50-years old. It takes me roughly a decade just to do one tile quickly (50k). and you have a million in 50 years.

Maybe it just time to start anew? Maybe eliminate mods for a better understanding of how the game works?

But if you post a saved game, I will take a good look at it and hopefully I may see something positive to help your progress.
 
Here is the save, some things are not vanilla tho, most growable buildings, some services, school, etc, I also use a mod to decrease commerce consumption otherwise it becomes impossible to import all they need, since the city does not have industry.
All transport is vanilla/dlc from what I can remember.
Roads are from a pack I dont remember which honestly, so without it the city will load with no roads.

I got it to load, but a lot of the mods don't work or interfere with the game or other mods.

Landscaping just goes bonkers. I noticed you had an outside connection next to a mountain and no one can go into the city. I tried to use the leveling tool to lower the elevation of the hill, but it ate away the mountain completely wherever I tried to level it.

I tried to disable policies in your districts, but the mods prevent me from disabling them.

I'm not sure what you can do on this map as there is nearly 100 mods enabled.

My advice is to start over on a new map and carefully read mods before subscribing to them. Avoid mods that overlap and have similar abilities and they can block you out.

But even if you can partially recover the city, the mods you removed will stifle your city, as it is already at or near the max limits of the game. but don't delete the saved game. You may want to go back to it and compare to a newer city and use your new knowledge of the game to start advancing it once again.

EDIT:

On my first playthough on release day of CS1, I just made one tile maps, then when it collapsed, I just started a new city on a different map and tried again. It was 9 out of 10 maps I used and I even cycled through all 9 maps and grew them up together over 3-months before I figured out the base game and what the city wanted from me, then I learned my building style. It felt painful at first, but my the 4th or 5th tiles, then the game started making more sense.

I use Skyve to check for compatibilities. I have no idea what outside connection you are talking, the only one next to a mountain is the planes one and ironically is the only one that works. Disabling policies works normally here.

There is not much else I can do in this city, I just wanted to fix the planes/ships thing as it annoys me having that cluster of people on the edge of the map.
If Im right the vanilla limit for outside planes connections is only one, and ships is 2. I thought more outside connections mod would increase that but apparently it does nothing for both planes and ship connections.

The outside connection looks like one you recently added. There is no compass in the game so I can't tell you what side of the map edge it is on.

Yes, the planes one. When I launch the game the planes start flying into the mountain. After landscaping a little it let the planes fly, but the landscaping also bulldozed holes in the map, or maybe sunk them deep into the map with the leveling tool. (the double left and right arrows)

Ye I messed up with the lanes a bit and apparently citizens will only use the closest route possible, doesnt matter if they are going to wait for the rest of their lives for a plane and the other one is free. I also put a distant airport for cargo with a completely far away route from passenger planes and now cargo planes spawn there and dont get stuck.
Idk if there is an mod to make the AI calculate the faster route instead of the closest one. Also air routes can easily brick and never work again, specially if you delete the ones that came with the map.
