With Paradox patches you always only need the latest official patch, you can then place any beta patch or tweek pack on top of that.

So in this case Nightcap is correct, 1.03 would be the latest official patch and then 1.03B the latest beta.
 
1.03 contains all the fixes that 1.01 and 1.02 did plus the new ones in 1.03.
