Inside the kremlin, the ministers were all discussing when Putin entered the room. Nobody noticed, while he sat down on his chair. Probably the most noisy were the chiefs of the three military arms.
-We gotta build tanks & armor! What will we do if NATO invades us?-yelled army commander Nikolai Kormiltsev- .Are you stupid, without air power your tanks will be blow to pieces! We need fighters, bombers!, said the chief of the airforce, Vladimir Mikhailov. Admiral Kuroyedov was preparing to speak about power-projection and aircraft carriers, but a voice interrupted:

Putin - Thank you chief of staff, unfortunately that was needed. Now, you all probably know why I have called this special meeting. If you don't, well, the USA just invaded Iraq, and this is unacceptable! Minister Gref?
Gref - With pleasure, Mr. president. Well, you all know that we need to develop our military forces, or the US will think they run the world. The problem is, our industry doesnt really allow us to mantain the country in steady development while funding large army reforms. Lucky for us, we have gigantic reserves of numerous energy sources, mainly oil & gas. Sure there's a lot of people out there who are willing to trade, so we will trade with them. This way the economy will keep developin and army funded. Chief Of Staff Kvashin?
Kvashin - Me and Lebedev planned a way to halt the americans on the middle east. Funding milicias in Iraq. How? We'll pass weapons and resources to Iran, who will pass it over to the shia's resistance groups. This way the chances are high to keep america busy in a war, and let's not forget they still have Afghanistan. That's all I have to say.
Putin - Well gentlemen, I think we're done here. Did I missed something?
Kormiltsev - What part of the military will have more funding?
Putin - That will be seen later! Now if that's all I gotta speach to do, this meeting ends here.

Outside of the room, Putin called Kvashnin. Are the preparations going as planned?-asked the president-. They're going well sir, but we still need more support.

- Gentlemen, here we are again-said Putin-. I'm afraid the Iraqi army fell much earlier than we all expected. They surrendered just some hours ago when US tanks entered Baghdad, and that was unexpected. Gref?


The region after American succesfull invasion.​

We managed to conclude several important trade deals, and right now the military is receiving a lot of funding, while te economy is improving. Also, because of a little famine in central russia it has been decided that the State Farm Project has to be expanded, and these farms will receive the latest farming equipment to maximize the gains. Now, to a pressing matter: Iran...
- I'll take it from here - someone firmly said -, as everybody in the room, except Kvashnin & Kormiltsev, were asking who the hell was this guy.
- Calm down, everybody, he's General Yuri Baluyevsky, an old friend and right now a personal adviser. I've called him to deal about the "Iranian issue".


General Baluyevsky: Few knew, but this man would play a vital role in russia's future...​

- How are you gentlemen? Well, I was in Teheran last week, and they guaranteed us that they were already supplying the Shia's, but they would wait for our weapons and tell the militias to do the same.

Baluyevski was going to continue, but he was suddenly interrupted by Kvashnin

- I don't think this is right. Supporting militia? I mean, they're terrorists! We have problems with terrorists, right there in Chechnya!

- There are no good or bad guys, Kvashnin, just winners and loosers. We dont wanna be on the later side again.

- Ok then, this meeting ends here. Another will be scheduled in two or three months. Thank you all, gentlement.

After they all got out of the room, Kvashnin called Putin.

- Mr. President this is wrong, we can't do this!
- General, this is needed if we want Russia to retake the power that it's truly hers. Are you with us, or not?
- I dont know, sir, I dont know...
- You'll have to choose a side, or someone will choose it for you, now go.

Now that Kvashnin leaved, only Putin and Balyuevsky were in the room.

- It's all going well general, as planned...
- Maybe. Kvashnin can be a problem...
- Yes, maybe. But we wait for now...

August 17, 2003 - Russian Federation Cabinet Meeting - Moscow

- So here we are again, gentlemen. There are quite some things to be talked about. First of all, I would like to present you General Nykolai Makarov. He is our new Chief of Army.
- How are you comrades? Now, I would like to announce that I've already started reforms, as you can see in the picture. I have nothing more to add. The troops are being reorganized and the ICBM command is being expanded.

- Also, you can see in the picture - said the Navy commander - that a new aircraft carrier is under production at Arkanghelsk Dry Docks. This is the beggining of a complete navy build up and reorganization, wich I'll be showing to this Council later.
- Sir - Gref started speaking -, I would only want to add that our economy is growing extremely fast. In the last trimester, we had a 3% GDP gain. Next?
- Me. I have an interesting report about Middle East, said Baluyevsky. The resistance against Coalition troops in Iraq is very high as Sunni militias have already striked in several urban regions. The Shia's are waiting for our weapons and supplies, that should arrive already this week. I believe we will have America bogged down there for quite some time, and we will somewhat avenge Afghanistan. That's all.
- So this meeding end's here. I see things are going really well for the Motherland, and I believe we all expect it to continue.

It's generally accepted that the hard drive that Shepherd takes from Roach just before he kills him and Ghost is full of data linking him with Makarov. Shepherd and Makarov definitely worked together at some point.

- Time for another meeting gentlemen. Thankfully the cabinet remains the same. This meeting will be purely about military, especially the navy. Who's first?
- Me - said Makarov - . I have only to report that our armed forces are under constant upgrades, and that's very pleasing. It appears that the first troops that received the new equipment are the ones under my command, and the soldiers under Baluyevsky's command. Also, I report that I've decided to transfer the 1st Special Ops. Corps to Rzhev.
- Thats just some miles away from Moscow. May I know why, General Makarov? - asked Kvashnin
- Sure Commander. As you probably know, the FSB suggested that some special forces should be stationed close to Moscow, for government security.
Now, who's next?
- The airforce has only to say that we started developing stealth technology to be implemented in our planes. And we have received the first pack of Sukhoi's Su-35.
- Well, I have a lot of things to say. The navy reorganization plan is ready. It's not complicated. I've decided that there are going to be two major fleets. One in the pacific, based on Vladivostok, and another for the Baltic & North Sea, based at Murmansk. Those fleets will be consisted of:

- Of those ships, 8 destroyers, 4 missile cruisers and 1 aircraft carrier are under construction. Also, these two main fleets will be largely supported by our large nuclear submarine fleet, that will be expanded and modernized. To finish, Frigates and Corvettes will do the Coast Patrol job.
