Has it ever worked for you? Or never yet?

Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.


If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log , exceptions.txt
 
I have 200 hrs so in the beginning, I was able to run it without issue just recently I had problems. I was able to play shortly if I remove the shader file

It wont allow me to post the dxdiag file

You say no mods installed, yet there are mod errors in that log:

Anyway, let's look at that dxdiag - rename it to dxdiag.log to attach here.
 
I don't see any crashes in this game, or other problem, in there. Which tends to point to a cause outside the game.

A crash on load can hardly be an overheating problem.

If you have anything overclocked, try undoing that while we work on this.

Please look in your Windows Event Viewer at the time of the last such crash - do you see any significant ERROR or WARNING entries in there?

Please install and run the free utility Speccy. Send its output to a text file and attach that here, thanks.

That first one seems to relate to this issue
But I'm not sure that is anything to do with your game problem. Does that ONLY appear when this game crashes your computer?

I see you have Malwarebytes, which is no known to be a problem. But do make sure the latest victoria3.exe is in all its exceptions lists.

If you look in that Speccy output under Not Installed you'll see numerous Failed or In Progress Windows updates going back to 2021 - not good! You could try this Windows repair tool

f that doesn't help, it may be time to consider a Windows Reset!
