Summary: pedestrian roads appear to be bugged, and pedestrians do not see them as a viable option for pathfinding both inside or outside pedestrian areas. This effectively breaks the whole Plazas and Promenades DLC on Xbox.
Your platform: Xbox Series S (Remastered Edition)
When you first noticed the problem: Problem first happened back in march (Note that this was on the OG Cities Skylines Xbox version before the remastered had the plazas and promenaded DLC. The bug appears to have carried over though.)
Any error codes or messages that appears: None, other than buildings within pedestrian areas all show "Not Enough Customer" because no citizen is able to reach them.
Steps to reproduce the issue: Build a pedestrian area with pedestrian roads, or replace a heavily trafficked normal road with a pedestrian road. You should see traffic on that road drop to next to 0, and you shouldn't see much activity within the pedestrian area.
