Peers meeting related pop-up events do not get triggered

Description​

Essentially the peer meeting permission requests bypass the pop-up event and get auto accepted, which results in your kids going to peer meetings without you even knowing about it. The game only indicates when the kid has returned. It also ends with kids often dying if they travel to or via plagued territory, since player has no choice.

Steps to reproduce​

Get a peer meeting event.
Do not get a pop-up.
Notice that your kid goes to an event without asking you.
