PER, ERS - probably wrong trigger for bonus (???) reward for the mission "Restore the Avesta"

Description​

The mission "Restore the Avesta" (per_restore_the_avesta) adds a core on Daman... if Daman is already a core. Daman being owned by a Zoroastrian nation is additionally required for the follow-up mission.

Steps to reproduce​

1. Form PER
2. Hire a Theologian or an Inqisitor
3. Proceed down the Zoroastrian path
4. The only mission reward relevant to Daman is a permanent claim (alongside the entirety of Western India and Hindusthan regions) from the Mission "Fortify the Thar Desert"

Alternatively:
1. Open KoK_Persia_Missions.txt
2. Scroll down to lines 2730-2733
3. Observe line 2731 missing the NOT operator
