performance drop when decision ui in open while playing nomad

Description​

when playing nomade and while the decision ui is open, the performance drop significaly. Only have this issue with nomad and with the decision ui panel

play nomad, open decision ui. Running the game on vulkan

I concur, yet would like to give more details. "performance drops" is a bit vague. In my case, when zoomed out fully, toggling F8 drops FPS from 42 to 17 even though both CPU and GPU load contrarily decreases.

I was trouble shooting my general loss of frames after only 45 years (I'm usually at or near 72 (max refresh) w/ max graphics), and noted that opening any of the main info tabs dropped the frames at least a bit. The decision menu is clearly the worst, even worse than the 3D court view, lol, not what you would expect from a list of text. I disabled mods and graphic options to no avail. I use DirectX and switching to Vulcan made no significant difference.

Yes, and contrary to one might think - this is actually caused by checks on the CPU. It's actually the fact that the decisions are trying to see if they're still valid for the player. Unfortunately decisions have kind of ballooned in scale and complexity to the point of hamstringing your experience when you open the decision menu as a "big shot" like a big khan.

I have reworked this to check way less frequently and in 1.16.3 the decision menu should no longer cause any fps drops.
