permanent claims from missions isn't being pushed through

Description​

Basically, I attained a province early but left it as territory to wait for permanent claim to be pushed through. As the time arrived completing a mission permanent claims were offered except I didn't receive permanent claims from my territory to complete the core with the discount.

Steps to reproduce​

acquire a territory core and wait for permanent claim from mission tree or something along those lines

Pretty sure this is WAD - you own the land already, why would you need claims on it?
