Persia dlc removes holywars for outsiders

Description​

it seems in a similar fashion to the fate of iberia bug, the new dlc has stopped outsiders ability to do holy wars in the persia arabia region. this is problematic for Byzantium runs as it prevents reconquest of the near east.

Steps to reproduce​

start as byzantium and try to holy war arabian empire

I think its less bug and more intended, otherwise you could resolve it more easily as an outsider than an insider
