I am playing a Britain game with Core 0.32 and when 1939 rolls around I guaranteed Poland's independence in the event that pops up in April. September rolls round and Danzig or War fires and the panzers move east but I get no option to declare war. So I am faced with a dilemma do I declare war and take the hefty dissent hit? or is there an event that was supposed to fire to declare war on germany. I did get the event to mobilize fully but no event for me to DOW.
 
You need to DOW yourself - there is no event to do it for you. You could try inviting the Poles into the Allies once they have been attacked by Germany, instead of just DoWing Germany yourself.

Yes, you should get a Dissent for a DoW, even for a Guaranteed country, if you are a democracy and not sufficiently Interventionist. Britain and France declaring war on Germany over Poland was a huge and momentous decision, and not one that was uniformly popular.

If you are sufficiently Interventionist to be able to DoW Germany after the attack on Poland, the Dissent hit is probably quite low by then, in any case. The Allies initially thought that the mere act of declaring war would force Hitler to negotiate and give up his actions in the east. They therefore made very little offensive action - eg the RAF dropped leaflets, not bombs. This reluctance to get involved in a significant, active manner looks like a reasonable effect of Dissent to me.
