Picking other shields in saved games - greyed out

As the title suggests, I wanted to pick another country at the top list, but after you save the game as say, France, you can't then go over to England. Your country is selected, and others are greyed out. I've been through this before, but I can't remember what the trick to get the other shields working is, and I certainly can't find any of the other threads about this.

Please share the secret of switching major countries with me.

Don't do it in-game. Instead exit back to the start menu and load the save from there.

That is not what I meant. I can pick most nations, but the ones which appear in the row when you first begin your scenario are not available.

Going from memory here, so bear with me.

Open the .eug save game file. In the header of that file you will find the tags of the major powers (aka the tags belonging to the shields in the top row you mentioned). The one you played will have a non-blank player name listed. Remove that, save the file and restart eu2. You should be able to pick any shield now.
