Pilgrimage not on cooldown

Description​

When the pilgrimage to Cologne and the return home is completed, Pilgrimage is available to select under Activities and start again immediately.

Note: I actually prefer not to have cooldowns in game design, but rather escalating costs for choosing the same activity (or any action) over and over again.

Steps to reproduce​

1 - Wait until Pilgrimage and Return phases complete
2 - Choose Pilgrimage from Activities again

There’s no global cooldown for it but you do have a 5 year cooldown per holy site

I'd say that cheapens piety/devotion as it becomes way to easy to obtain, especially if you take the higher pilgrimage rewards into consideration.
