Pixels moving around on the screen at night

When I walk around at night, there's pixel moving around on the bottom of the screen. I play Cities Skylines on Xbox one. Any ideas what can cause that visual bug?

I've had that problem before. I think I fixed it by rebuilding the area. I suspect it may be a lighting bug but I'm not sure.
