Most planets of other empires show all buildings but districts are greyed out and unknown. No squares are filled to see the built districts.
But the district tooltip in the center shows you exactly how many are built. But this shouldn't be visible? Same with all buildings and the build queue, not sure if it should be always visible.

- not sure if in 2.8 already but noticed it with 3.0 and espionage system
5. Can you replicate it, if so, please explain how
- all saves and planets so far
6. Does this happen on all saves or just specific ones?
