I rolled back my PC version to 3.9.3 and noticed the same issue, where your planets only show up under the sectors they belong to, rather than under a separate "Planets" tab in the Outliner. In "Outliner Options" on PC, "Planets" is deselected by default. Is you select it, then it shows all of your planets separate from your sectors, like it did with previous versions of the game.

On Xbox 3.9.3, the "Outliner Options" are less robust and don't offer the same options, so there is no way to have a separate tab to show just your planets. I noticed outliner tabs will automatically display when they become available (like situations and espionage for instance), but "Planets" doesn't show up at the start of a game.
