One of the more frustrating thing about CK2 is the feudal mechanics. While the feudal mechanics for CK 2 is a decent, abit imperfect abstraction of feudal western Europe, it really doesn't work well for many civilisation during the middle ages outside of Western Europe. For the Byzantine and the rest of the near-east, the feudal mechanics really hamper the way those civilisations were represented in the game.

The focus on land-owning and military power is one of the many aspects that isn't as common, or as similar as it is in western medieval Europe. While certain families and dynast did own lands in the Byzantine empire and in the Arab world, they didn't really control "private" armies that many feudal lords in western Europe did.

Military power is often represented in the form of "state" armies, commanded by career soldiers. Certain officers can become hugely influential despite being unlanded, because their command of respective armies or bodyguard units gave them a huge influence in the game of thrones.

What I hope for in CK3 is a way to represent the non-feudal polities in the game. Make office holding and appointment of generals over armies just as much of a headache as it was for many medieval emperors and kings that did maintain a more professional army. Make who do you place in command of your armies an issue you should have to deal with.
 
There are problems what can avoid random courtiers to have personal armys and this problem is named money. In roman rebublic there were officers who had personal armys or atleast temporary one, couse they could pay them. They had estates and business operations and as general they looted enemy nations to rise their wealth so they could come influenceal similar was in persia.

But in CK3 how you could ensure courtiers can have money to have armys. This could beed direct or background economy system what simulates income and some courtiers rise from it and have wealth to be influencal. So in this its hard or even impossible. Even if paradoks could have will and resources to do this they is always factor could players machines handle deep background simulations.
