That's not a bug. If you go to the last point the locust moved in the previous video (episode 10, timestamp 37:20), it shows that the locust only has 35 rounds of LRM ammo left. That's 7 total shots, and is well less than half the full ammo value. The rule for ammo explosion is that it must have more than half of its shots remaining to explode. Otherwise, the bin is just destroyed on a crit.
 
I believe even if it is full first crit just makes the ammo unusable. 2nd crit on that ammo will make it explode.
I'm not sure if that's true anymore. The LCT was still able to use its ammo in the previous round, then took one crit and it was destroyed. The floating text also said "destroyed," and not disabled or something. It was also hit by an autocannon, so there weren't multiple shots.

That was changed in the update from Beta 1 to Beta 2, single hit pops the bin and exploded if it was more than 1/2 full. The streamers have had more than enough enemy ammo explosions on camera that we can be fairly sure one hit explosions are still in. This case in the OP confirms 1/2 empty bins still don't explode.

Huh. Didn't notice that change. But then in the beta for whatever reason I rarely saw ammo explosions.
