I might have missed it somewhere in the rules but how do I go about playing a Minor country? The only ones I have seen are in the scenario sections.

Go check the scenarios section - several people are working on an Improved Grand Campaign scenario/editor, which you can freely download, that will let you play virtually any minor country.

Of course it isn't official, but for those dying to rule the world as Tuscany or Venice, it's just the thing. :)
 
Also check out the FAQ forum, especially the thread by Huszics entitled 'Sticky: FAQ for EU beginners' - it contains links to two FAQ lists (Huszics's and Oranje's) which in turn contain explanations or links to explanations for playing minors.
 
Make a new version of the Grand Campaign scenario (or whichever one you want to play), rename it, and open it with a word processor. You will see eight abbreviations for the countries playable in the scenario (i.e. FRA for France, HAB for Austria, etc.) and information for each of those countries. Change one of the abbreviations to that of the minor power you want to play (VEN for Venice, HUN for Hungary, etc.). You don't need to change the country information. When you start the game, the new scenario will be available with the former minor power in place of whichever major power you got rid of.
