Plazas & Promenades: No Pedestrians on some Pedestrian roads (PS4)

I am currently experiencing an issue with the Plazas & Promenades DLC on PS4. Large Pedestrian roads still work fine, but Pedestrians no longer wish to use Small Pedestrian Roads. I hope this problem is fixed soon, I've been experiencing this for a few months now.
If I can edit this later I will add a photo of the issue I'm experiencing.

it's a bug from after the last update/content drop. Unlikely to be fixed now as everything has gone quiet

There is a workaround where you can connect a normal path between the pedestrian road and normal road and the cims will use it
