I have bought EU1 in portugal (my country), and the game if fully translated into portuguese, the full manual and the game itself.
It was a very nice job (published by Playgames).
EU2 is published by Ecogames, the game is not translated, there is no manual, execpt for a 12 page translation that has not a word (or tables) about Diplomacy, War & Peace, Religion and Economy, And a few words about Armies and Fleets.
In the cd there is no online manual (although there is a Acrobat Reader).
Playgames claims that it was the Manual they received.
I doubt it.
Please look into this, I don't mind have the game in english, but I would like to a proper manual.
