Great Britain is allied with Prussia, the french invaded Prussia, some british troops came to help. An army of 20k was placed in Stettin, with the order to retreat within the city when attacked.
When the french came, the did not retreat to the city. I replayed this several times with the same result- it looks to me that it is impossible for nation A to retreat to a town of allied nation B. This is inacceptable and unrealistic. Please fix this, thank you.
 
Sounds reasonable to me. Maybe though if an allied nation is in a fort/city not of the same culture or group, they should suffer a penalty to combat and/or morale.

Another thing to fix related to this topic: - if you build a fort in a non-city province, your army won't retreat in to the fort, either. Also garrison units remain in the open field and do not enter the fort!

Can you post this is the bug reporting sub forum with a save game?
