Because they're a mess. It appears that most of the names were actually copy and pasted from CKII, without properly removing the formatting. So the name lists currently have both the English and native versions of most names, which shouldn't be the case as it'll screw up regnal numbers.

That's not the only problem. The Norwegian name list is copy and pasted from CKII's Norse name list, so Norwegians erroneously get Norse names. In the name lists that weren't taken from CKII, you can still see things like "e cont." peppered in some of the name lists.

Do note though that the first name lists in cultures are only used games using the nation designer.
Normal games instead still take their first names from the country name lists which are exist for each tag in the game. Obviously bad names in these lists should also be reported and fixed if they're not fitting.

The dynasty lists in the cultures file on the other hand *are* used both by the normal game and by the nation designer games (though ND games makes use of these for advisors and generals as well while the normal game does not).

Can't you just use names used by Norway?
