Something bugged out (I think with Rebuild It!) and I had what seemed like thousands of buildings in the same spot. I have moved them to the outskirts of my city with the Move It tool because I can't seem to delete them.

I'm trying to delete them by selecting all in Move It with the marquis tool and then hitting bulldoze which does seem to delete some buildings but the lots just stay. I'll attach images.

If I spend an hour selecting them with the Move It marquis and deleting them and un-pause the game they immediately start building on top of each other again

In the images you can still see the cars there after I hit delete. I do these 3 steps over and over and it doesn't seem to change anything other than moving the cars around

Looks like there is a district on top of them too, which I would remove as well. As they start rebuilding I assume they are growables, in which case there might be zoning underneath too. I'd enable everything and not just buildings for Move It and select a larger area. Make sure you get any funky nodes or other glitched-out things in that area.

Hello, thank you for your reply. I tried to reply last week but somehow my message didn't get posted -- I thought it did. I think maybe I included too many screenshots so I'll try posting them in a later message

I tried having move-it select everything instead of just buildings and that didn't work unfortunately but it was a good idea

Yes they are growables of some kind (but I did not manually RICO them in or anything like that -- these appeared in a different part of my city on their own).

I put the district on top of the buildings once I moved all the glitched ones together to where they are now in an attempt to somehow stop the growables from .. well .. growing. I tried to restrict growth in all the ways I could with the district but that didn't work.

If I leave them be they will stack thousands of buildings on top of each other -- even if under water!

This is how I noticed them -- all the emergency service vehicles were lined up trying to reach the buildings that were burning/etc all on the same spot.

Is my city toast? I can't figure out anything to fix this! I care a lot about this city and have been trying to fix it since November
 
Here is a screenshot of it growing under water after using move-it many times to try to delete that tile. If I use the regular bulldoze in vanilla it will endlessly bulldoze. First it clears the standing buildings (which takes awhile because thousands grow very quickly it seems) but then it will just bulldoze empty space once the buildings are all cleared

If you haven't already I recommend you check your mods against the list of broken mods, both the first tab and especially the tab named Patch 1.16.0 (Financial Districts).

If that doesn't help I'm afraid you will likely have to dig through your mods to find which one is causing this.
 
Thank you very much for your help. I tried sifting through mods but without loading screen mod I can't get my city to load at all.

But I had an idea. I made a water tower far away from the offending "plots" while I had them selected. Then I shift-selected the water tower so that the plots and the water tower were selected. Then I dragged the water tower to the edge of the map in the direction of the 3 plots, pushing them way off the map.

When I did this the water tower disappeared!

I don't know .. maybe I swept these "buildings" under the rug? I hope they are gone
 
I finally did find a real solution. Despite being compatible, something broke between Realistic Population and Ploppable RICO. These two had been "essential" to my city, but now I just picked one and finally the buildings I couldn't stop from growing on top of each other stopped growing. I think it was an isolated issue, probably from me running too many mods at one point but I dececided to scale way back and things are running great now despite having a maxed-out population
