The old csv worked perfectly fine. I understand your intention at implementing this new setup folder, but frankly, its confusing, buggy, and the old system worked just fine. The biggest causality of this new change in file structure? Total conversion mods that have spent months implementing new provinces, cultures, terrain types, pops, and etc... I know of several large-scale mod authors simply abandoning their mods now that the old csv is gone and the new setup folder requires a ton of manual work to get up to speed with the new patch.
This also comes to another point with the previous 1.3 patch. Paradox, please stop changing the file structures of the game! The time spent converting and fixing everything within a mod severely impacts the morale of mod teams, especially since the Imperator modding community is relatively small and every minor change results in a large workload for us. Our teams aren't as big as Hearts of Iron IV mod teams!
