Pls HELP!! No population demand! SAVE FILE ATTATCHED

My city stopped growing population demand at 11k population. With other demands are still growing, population demand stays at 0. Ppl are happy, no homeless, tax rate at 10% but there is a huge lack of workers. Pls help
It is modded, and I dont know if you guys would need my mod list in order to run my save?

Yes a lot of parks around residencial area

Your city has no external connection coming in to it.

near the center bottom the highway to the outside world isn't connected coming in. It is going out.

I drew a quick highway ramp there to let them in.

I did try your save game and once I created a new outside connection (I used Anarchy) and picked the closest edge of the map with a two-way highway the people started to flood your city with cims (by the thousands) and goods and all that. Give it a try and see if that does something.
