Not sure if this is a bug, but what the hey. Playing as Japan in the 1936 scenario. 301 IC. I discover the Polyprolene tech, which says it will improve my IC total by 15%. After discovering it - IC total 316. So instead of percent, it has just added the amount.

Was your IC amount 301 just before the tech was finished researched or when you started researching?
 
You probably researched Polyurethane which gives you the 5% IC increase that you observed. You only get the 15% increase from Polypropylene at the end of the industrial research tree. What date did you finish this research? 1936/37 or after Sep 1939 which is about the quickest that you can get to Polypropylene?

During the researching you might have started to construct coastal or land forts, upgraded industry, flak or infrastructure in some of your provinces thus decreasing your total IC. The best way to test the effect of a tech is to observe effect just before and just after the tech is researched.
 
What other IC-affecting techs and ministers did you have?
Are you reading the IC from the top of the screen, i.e. 0/301 -> 0/316 on the day the research completed?

Then I suggest you use an old save and compare IC just before and after the tech is researched and observe the result to comfirm this. It is important that everything but the factor you are investigating is kept equal.
 
I believe that the game stores two values for IC.

Base IC = sum of IC from different provinces.
Modification = 100 + sum of(bonuses from ministers/tech)

Your final IC = Base IC * Modification/100

So If you had some computers and the other industry techs (and maybe an industry boosting minister) then your Modification will be larger than 100%, making it look like you got less IC than you expected.

Are you trying to add the four values on the IC allocation screen? That won't work because the supply value is not ICs but supplies. The province summary screen of the ledger is also not very useful for this since it doesn't allow for the "foreign IC" modifications. The number at the top of the screen is your total ICs after all modifications so that's what you need to compare before & after.
