Hey,

I'm not sure if it is specifically an issue with Cities Skylines but when I play the game my CPU eventually down clocks to 1GHz which causes the game to be quite laggy and the simulation is slow. I have a feeling it may be an issue with the priority of the threads because when I convert a video my cpu turboboosts 3GHz and stays there.

My system specs are:
Intel i7 4850HQ
nVidia GEForce 650m

I was testing with integrated graphics and it made no difference.

Underclocking is a power saving feature.

You need to set the right power settings on your laptop so it doesn't change clocks when plugged into a power outlet.
 
It can also be caused by overheating.
