Is there any guide/article where this is explained thoroughly?
I still can't understand as when this will happen and how; as if it happens randomly.

I am playing, for example, the USA. And everytime i add clerks/craftsmen to certain factories and i expect a 1k and 11k to merge, they dont. And if everybody is above 10k, and i add a pop (or convert), the factory population count is lessened.

Any real tactic to keep the merging to a minimum?
