Pope declaring Crusades for Lithuania over Jerusalem

Description​

When playing a 1066 game (in which I want to be King of Jerusalem), the Pope, shortly after unlocking Crusades, declared for Lithuania, rather than Jerusalem. This makes no sense, as not only does Lithuania have no holy sites, nor any significance to Catholicism, but the Holy War Weight should be preventing Lithuania from being declared first to begin with. Jerusalem being ignored in favor of anything other than an Infidel invasion of Christian Heartlands has to be a bug.

Steps to reproduce​

Wait for Crusades to unlock from either starts, then wait for the Pope to delcare the Crusade (which won't be for Jerusalem.)

Yeah, 1217 (note that Prussia is in k_lithuania) or even 1193. About a century later. So, same time period as Third Crusade. Doesn't seem like a bug, more like a suggestion to rebalance weights. Unfortunately, I'm currently on 1.8.2 (finishing an old save), but, for what it's worth, here's how the logic is given in the code:

    # 1. Check how many individual counties within a de jure kingdom have a top-liege with an eligible faith for GHWing. Boost the count a little for kingdoms with existing same-faith monarchs.
    # 2. Modify the count by region location & relative importance to the Faith (is this kingdom in the heartlands of the faith, or one of an increasing gradiant of frontier regions?).
    # 3. Modify the count by region distance from the HoF's capital, or a fallback holy site.
    # 4. Weight up kingdoms containing holy sites directly.
    # 5. Weight up special priority targets (e.g., Jerusalem, Mecca) directly.

And that's what the wiki says (emphasis mine):

Note this means all other kingdoms would have a multiplier of 1. If the Head of Faith is landed, this is divided by the distance from the Head of Faith. If not, it is divided by the distance from the primary religious site (i.e., Rome). There is also a multiplier of 20 if someone of the same faith holds the kingdom title, but does not possess enough of the kingdom. Great Holy War Weights can be found in game\common\script_values\02_religion_values.txt.
I think that that 20 modifier along with its being a stretch region for 10 modifier along with its being closer to Rome than Jerusalem (who gets 100 weight, which is less than 10*20=200) could kinda mean that it's technically working as intended.
