Summary​

Pops and Companies cant privatize national buildings if they are maxed out.

Description​

Max out a resource/limited building via national building so it has national ownership kevels. See how the private sector is unable to buy it out. This bug has been present for a long time now and the root of the issue seems that the AI cant make the decision to invest into it because its not possible to further expand said building.

Workaround for example on Baku that remove that 1 level of nationalized Oil Rig and let the Company/Private sector build it. This is an issue tho if you want to mass build up a resource to full because then the private sector is unable to buy it out. Please see my State Home Counties where I built 40/40 Coal Mines and the Private Sector for more than 30 years didnt buy a single level.

Also there are the Logging Camps in the Home Counties as well. And probably many more examples in this save file.

Steps to reproduce​

Max out a resource/limited building via national building so it has national ownership kevels. See how the private sector is unable to buy it out.
Look at my state Baku. Has 1 level of nationally owned Oil Rig which the private sector is unable to buy out.

THere was previously a discussion about this. One of the forum members pointed out why the private sector cant buy it out because its not possible to add more levels so it cant calculate the profitability of it to buy it out. Hope this helps fixing this bug.
 
I can't confirm this happening in my games. If a building is profitable (its demands are produced locally or are cheap on the market, and its products are consumed locally or expensive on the market) the AI will privatize all its levels even if it's maxed out, at least in my games. Maybe it's exclusive to oil rigs? In my case gold mines, fishing wharves, logging camps and other limited buildings are almost always privatized.

Its not possible. If a resource is maxed out, it cant be privatized. So lets say you gov build 40/40 Coal mines insantly. They wont buy a single level from it. Try it out.
 
Note: Aside from being bad manner, repeatedly bumping your threads can actually reduce your chances of QA handling them, e.g. when we are working our way from the back to the front of the bug report forum.
