in a recent multiplayer game (v1.10) i used the global manipulation spy mission to increase the belligerence of an AI opponent. with ~30 spies i was having 1/3 chance of success each try. A pop-up informed me about 15 times that i failed to manipulate the global opinion (aka unsuccessful).
After a while i realized that the target country's belligerence already 10 (which means i was successful for 5times already). I was not the host. Made a test run with the same save in singleplayer and it worked fine.
So the only matter was the popup telling me (and btw everyone else) of failure when i was clearly having some success.

Another glitch is uk proposed a NAP to usa. usa refused. For everyone else the popup about this was : "UK rejected a nap proposed by usa" (dont remember the exact spelling)

Yeah, here you go. Before starting to manipulate and before finishing it a few months later. I couldnt reproduce the behaviour in single player. and didnt try to reproduce in multiplayer. I was not the host, that may be related to the problem.
( Usa tried to manipulate Netherlands belligerence. )
