Well that is a strange one I have never heard before.
Assuming it is not some wierd in game message. :)
I would say that the file did not install correctly.
I would say you best bet of success is to reinstall, sorry.
 
Great, as I said I figured that was the problem, I just did not know if you had the skill to just replace that file, which is why I recomended the whole reinstall.
