I think what I'm experiencing might be a bug. My situation:
I'm playing Bohemia (I released it by Austria in 1836, and edited away satteliting).
I conquered a bit of northern/central Italy to get access to the sea, and build a naval base in Messa up to lvl 2.
Now it's 1860, and I got both the medicing and machine guns.
Now, where the presumed bug(s) come(s):
- I'm trying to colonize a few provinces in North Africa. They are green, meaning that they should be in range (one of them is on the hook of africa though, and Suez hasn't been built yet I think, so it shouldn't be accessible).
But, I still cannot build anything on the green provinces, getting popup that "You do not have ready access to this province" (which is the only text in reason-why-can't-build part of the popup)
I do not have nationalism & imperialism.
I do not have any direct land connection from my capital to the sea.
So, there's I believe at least one bug (distance calculated incorrectly when the suez is not built yet), and something else:
- with malaria and machine gun (reduction of 15) you still cannot colonize provinces with LR of 15. If this is the case, then the popup is wrong and (seriously) misleading
- it's the capital access to the sea that is required, not just sea access (although this is not mentioned anywhere? I checked the revised manual and tried to search the forums too)
- something else is going wrong, or I'm doing something wrong. (not unlikely)
Sorry for no screens/save file, I'm away from my computer and will be until Sunday night. If someone thinks it's worthwhile checking, I can post them then, but it should be reasonably easy to check this w/o my save.
