While working on my AAR, I started thinking this way; why on earth is there a certain limit of badboy? If you conquer four provinces rather than five, why does the whole world not declare war on you? I propose this system, which I think might be a bit more plausible.

Badboy would be divided into four groups:

1. Neglibible, where no powers would gain a CB from attacking.
2. Local, where powers with which the nation has borders gain a CB to release nations.
3. Regional, where powers with which the nation has borders gain a CB to release nations or conquer provinces at 1/2 cost.
4. Terrible, where all powers can freely declare and gain provinces at 1/2 cost.
