Potential Irish Scenario

Okay, for a potential Irish Scenario i need to know how to do the following.

1. Add Monarchs, and assign them values
2. Ditto with Military Leaders and Ministers
3. Add a small Colonial Dynamism after the Council of Trent

I've heard of a utlity for easy modification of Monarchs, but do not know where to find it. Any help would be appreciated.

You can play Ireland in the IGC already, so why not just contact Doomdark and give him additional information on monarchs and special events in Ireland. Why make a scenario that is already made.
