pre-order bonus is disappeared

Steps to reproduce​

I had been playing games in the Steam library, but at some point the 'cities skyline 2' disappeared from within the library. So, I recovered it with steam support. However, I can't see any pre-order bonus immediately after that.(such as Tampere map, etc..)

Expected Result​

I cannot use bonus.

Actual Result​

I cannot use bonus.

I think this is not related to mod that I installed

Sorry, but you'll need to contact Steam support to get back everything you used to have in your Steam Library.

That said I'm not sure I've ever heard of a game spontaneously disappearing from Steam! Did they explain what caused that?
