I fight a long war with the Brits and have a bunch of troops in their country.

I eventually win.

Afterwards I DOW a British satelitte that I had wanted to before the Brits DOWed me.

The British honor their alliance and I get a large prestige penalty because I have troops in their country.

But since they've *joined* the war why should I get the penalty?

I'm pretty sure that is the reason it exists.

The only time it could be considered unfair is if you get the penalty when the computer declares an offensive war on you (ie they don't do it in response to a guarentee or alliance that you declare war on).

The example given above does not fit in with that scenario and therefore is eligable for prestige loss. Even though it may not have been deliberate it oculd have been and therefore requires some system to prevent player or even computer abuse.
 
It takes well over a hundred divisions in Britain to defeat the hundred+ divisions there. It can take a long time to get all of them out.

One can look at more difficult examples too like Russia. If troops are stuck in the middle of the nation it will take months to even reach a coastline.

Anyway, since honoring an alliance inherently means declaring war on you, and not the otherway around, if there is a penalty it should be assessed on the country joing the war against you.

As it is now this would be open to some obvious abuse openings;

Country A and Country B are at war. Offer Country A mil access. When they take it and use it get country B to offer you an alliance. Bam - major prestige penalty.

A better way to handle this would be like home DIVs in provinces you give up are handled now - they go into the force pool - if they are in enemy territory at the end of the war.
