That would seem to be the case. You will be able to plot with fellow vassals against your liege and also I hope with the vassals of your enemies too. It would be nice to be able to form a conspiracy with the Master of the Guard. "Okay, in the spring I will be besieging your master's castle. Help me and this castle will be yours, as my vassal of course..." Will characters have ambitions like in EU Rome? Like one character could want revenge on a certain other character, another could want an office in his master's court, while another wants to marry the shogun's daughter.

You can plot with your enemy's vassals, but not with his master of the guard.
Courtiers will have ambitions similar to the ones in Rome, but somewhat toned down.
 
Indeed. I simply wonder how did developpers successfully put factions in Tohoku region, because I know this area as political caos in the late middle ages.
