The game starts up and loads fine, but the second I look at one of my workers, it lags and crashes immediately. I have 8 gigs of ram, double what you said I needed when I bought the game. Do I need 16 to play? If so, I would like a refund.

Actually the published minimum requirement is 6gb, not 4gb.

Large prisons need more memory, yes. But we don't know memory shortage is your problem. Try unloading every other app you can before starting the game, and expand your Windows paging file maximum size to at least 16gb, preferably 32gb

Optional: Increasing the paging file size on Windows computers

On computers that have 8 GB of RAM, the suggested paging file size is 16 GB.
