Prisoner abroad

I haven't played for a while and obviously I've forgotten a few things.
I thought the problems with prisoners abroad were fixed, but I've annexed Messapia (I'm playing Rome) and one of their (former) citizens who is now a citizen of Rome is a prisoner of my feudatory Nuceria and I have to pay a ransom to free him. Is this normal?

It's the only bug i've encourtered in the game. Epirus is no more but "Prisoners Abroad" in Epirus, after 200 years, still decrease my stability.

I not only encountered this bug, but the prisoner kept being notified even decades after he died.
