As the title states, my prisoners refuse to stop working, even if the regime tells them to sleep. Is this related to the Workaholic trait?

If they have the Workaholic trait, that's intended behavior. They will literally work themselves to death and you have to figure out how to make them stop long enough to eat and take care of themselves. Permanent Punishments is a good option with a really nice cell for them to just chill in forever.
