prisoners indefinitely being resigned to new cells

Every prisoner (250+) is handcuffed and officers are escorting them to cells. When they get escorted nothing changes. Then they get escorted to a new cell.

No mods. Not on lockdown or anything like that.

I don't have any other prisons so unsure.

Update: Looks like its tied to food distribution. Right clicking on the canteen in distribution doesn't reset the distribution and all none of the prisoner cell blocks can be set to a canteen.
