Prisoners Still Can Wander in Jail

Description​

Presumably an oversight due to this being a peasant leader and not a true ruler, but prisoners can in fact still wander from jail under the right circumstances.

Steps to reproduce​

Won a peasant revolt and led to this happening since I could not publically execute him for another year and thus I waited for the chance.
