I've noticed that with the "Use Cell Quality" enabled, the game will sometimes not assign the prisoners to the holding cell after an arrest. They will just stay where they are until they starve, and the only way to get them "unstuck" is by manually assigning them to the holding cell by right clicking.

To avoid this, don't assign holding cells a security level other than "shared". Especially don't use mixed security levels or that breaks the holding cells completely.

This bug has been around for a bit. Far worse actually.

Ahh, so if I make a "holding cell prison" with min/med/max sec exits it might work?

Yeah, it should. Some have said that causes issues with Protective Custody inmates, but personally I have only had an issue when using mixed security.

Just FYI, don't use mixed security for solitary either, but single security works.
