The situation: two prisoners in a two bed dormitory with one toilet. They both wake up needing to empty their bowel/bladder but both refuse to use the toilet and consequently soil themselves or pee on the floor. I thought that adding an extra toilet (i.e. two prisoners, two toilets) might solve any potential clash with them trying to use a toilet simultaneously, but it didn't fix the problem; they ignore both toilets and relieve themselves on the floor (perhaps they're both still trying to use same toilet, despite two being available).

It's not a new issue: small cells/dormitories have behaved this way for a while.

If you can, kindly look at needs in general, in addition to toilet needs. I think luxuries are broken (it never goes down for me) and above all, the insane rate that needs increase on large maps due to the slower time (i.e. riots in the morning because prisoners went to sleep clean but became furious about hygiene by 6:00 am.) This has been a problem for a LONG time.

I am currently not playing PA because of this oversight.
There's a mod out there that fixes it but I'd like a proper fix. I exclusively play Large Map.
They'd need to adjust Need Gain to 0.5x as well just as Time Warp is adjusted to 0.5x on Large.
