Privacy Agreement overlay blocks "I Agree" button and cannot proceed

Expected Result​

After reading Privacy Agreement, able to close window, click "I Agree", and continue playing game.

Actual Result​

After reading Privacy Agreement, window remains covering the game window. Cannot click anything.

Steps to reproduce​

Launch Cities:Skylines, Click Play (not Resume), when Legal Disclaimer appears, click "Show".
Read Privacy agreement/ Terms of Use, Click "X" back to game

I think that shows in the Steam overlay; if you shift-tab back into the game can you continue?
