I just did a search in this subforum for Croatia, but was surprised to find nothing about the problem I observed. May be a local one?

Anyway, upon a reload, I get the option to create Croatia (as Germany ofc) and in the hovertext it says +15 manpower. However, if I do create Croatia, it does -90 mp. I get three infantry divisions, but surely they don't cost 30 mp each?

(I also get these 'sphere of influence' pop-ups at each reload, but I assume that's a known problem).

Playing version 1.06 with the only mod being a picturepack.

What was your total manpower before creating Croatia? I think granting independence gives the new country a fraction of all your resources, possibly including manpower. The +15 from the event would be partially offsetting this loss.
 
Well if the create Croatia event is supposed to cost me something it should say so :) Now it just gives me three divisions and takes away 90 mp (from 1108 to 1010 AFAIR).

I reloaded and declined the Croiatia option. If these are the conditions, it will never be beneficial to create Croatia. Especially so because it takes away the only mediterranean port Germany can hope to get in the short run.
 
Problem is the event rollover only shows the event commands, not secondary effects. Looks like granting independence probably gives the puppet 10% of your manpower pool (otherwise it might be years before they could build any troops).
