Ah! I think I found the answer to my own question.
Mongol Empire Scenario.

Unfortunaltely we do not support user made modifications.
You must contact the authors of that mod for help.
 
Rightclick, open with as well.
 
He is on XP though.
 
Hmm, Must have to clear a registry entry.
